Yes, it is true. A week before and after your birthday you and a guest can fly anywhere domestically in Japan. Average prices for a one ticket top out at about 10,000 yen, which is really cheap for Japan. I am not sure how many times you can fly in one birthday period, but I flew four times in one week during July 2005 for a total cost 34,000 yen. Both JAL and ANA offer birthday discounts, but they both occasionally stop offering them from time to time. Tickets can only be booked 30 days or less in advance. I also believe that you must arrange tickets at an office, i.e., it can't be done over the web.
