The deal was made a while (many billion years) ago - during the creation of our Solar System. While precisely Novosibirsk I have no idea, but that's the case. The event will last 2 minutes and 20 seconds.

It's not a common event, so make sure you have your Russia citistar tickets.

It's a unique performance, there won't be any rehearsal and the next opportunity will be in the USA (2017), Europe (2026) and Russia again (2030).

The eclipse will be seen in full where you see the grey line:

So a good idea is to take the train to the main railway station, than go back to Tolmachevo or Sady (presumably by local train)

Little addition to Lev's comment about Novosibirsk being not the most fanciest destination: true, but one can observe the eclipse fairly conveniently, without even staying in the city.

Sample schedule: use the train number 44 departing Moscow 0:35 (better: go earlier to Yaroslavl, than Kostroma, train number 44 departs Kostroma at 7:32), arrive Novosibirsk at 7:16 (Moscow time). Continue with train number 10, departing Novosibirsk at 22:01 Moscow time, arrive Irkutsk at 04:16 (Moscow time).

So one can see some of the "Golden Ring", see the Eclipse, always arrive/depart in convenient hours.
